After recent reports from the delegates themselves it has been uncovered that in reality three nations have went against the rest. France, Mexico, and South Africa have chosen to compile weapons as these talks go on, purposely shooting down all resolutions that may stop them from having too little nuclear capabilities. The reason for this? Still Unknown, yet the overall problem of any nuclear weapon compilation is clearly dangerous to all.

Resolution to Establish Regional Safety Commissions
Sponsors: The United States, China, Pakistan, Germany, The United Kingdom, South Africa
1.The UN will establish regional safety commissions, to regulate, review, and recommend safety provisions for their member states. They will work with, but not answer to the IAEA. The superior power will be the regional commissions. They will be responsible for the following:
1. The establishment of regional nuclear safety schemes,
2. Regulations either through sanctions, or incentives depending on the regional safety commissions decision,
3. Working to reach a basic level of safety standards for their region.
4. There does not have to be limits on nuclear plants, it is based solely on the development of safety regulations overlooked by the regional commissions.

Possible Economic Sanction on India and Pakistan
Germany, South Africa and the UK want to launch an investigative committee, and want to encourage peace talks. These countries also want to call for a cease fire. If there is no cooperation between India and Pakistan, these countries will move to place economic sanctions on each country until a solution can be made. They also believe that all countries should share all the knowledge they know about these attacks in order to find the route of the problem.

A caucus has currently be requested. Nations India and Pakistan have reached a stalemate where India has requested an apology from Pakistan and an enforcement by the UN to reduce or eliminate nuclear possession in Pakistan. Meanwhile, Germany has proposed the idea of a "peace keeping force" and a channel of communication via the UN. While France and South Africa are onboard with this proposal Brazil and Russia feel the countries should resolve matters on their own hands. Israel, while remaining neutral has been quoted "we believe Pakistan should apologize. While we remain neutral, our opinions may alter if Pakistan continues on its current stand point".
