Israel Authors Nuclear Safety Resolution

Resolution -

The countries of Israel, France, and Russia, Japan, Saudi Arabia, United States propose a resolution

to increase regulation abilities of the IAEA and recognize the IAEA as a central point of reference

for nuclear safety standards.

With the purpose of –

 Securing a safe future for the world.

 Ensuring the continuation of nuclear power as a sustainable and clean source

of energy.

 Allow other countries to develop nuclear facilities through foreign aid (sale).

 Create international standards.

In order to achieve these goals we propose

 Increased safety regulation (set by IAEA) including

o Inspection of facilities while under construction.

o Mandatory visits every 5 years.

o Including emphasis on disposal of radioactive wastes

(Due to the fact that this area can often be abused)

o Publically accessible database scoring nations on nuclear safety.

o Created by top five nuclear countries as recognized by the

IAEA as well as a secondary task force.

 Emphasis on “phasing in-phasing out’ of nuclear power plants.

o 30 year phase-out of nuclear plants with preparations made at 25

years. (Until more advanced technologies become more readily

available)

 Sub-Committee regulating the international nuclear market –

o Allows for market for Nuclear energy capabilities.

o Supplies and Technology for Nuclear facilities.

o Maintains safety of materials bought and sold internationally.

 Enforcement by the U.N.

o Primarily in the form of mandatory Economic Sanctions by other

members.

 Formation of a Nuclear Research Committee (NRS) –

o Would research new technologies in areas of –

 Waste Disposal

 Efficiency

 Safety (ex. Water-cooling)

 Emergency Preparedness o Nuclear Peacekeeping force – Primarily acting as an aid force (as

opposed to peacekeeping)

o Nuclear emergency fund -

Rationale

 Nuclear Safety is a Global Issue

 International Standards

o International Laws will help maintain clarity and help international

business

o Removes issue of cross-regional pollution (or cross-regional

punishment) –

Note: Participation mandatory by Nations with nuclear capabilities –

However – participation is in the interest of any nation with nuclear power (or

attempting to develop nuclear power) since the market is regulated by the IAEA.

Long Term Resolutions Not an Option

The second resolution was brought to the floor of the Cyber-Security Committee by Canada, Japan, Israel, and India. They argued that no one can regulate the internet because it infringes the sovereignty of the state, and that international regulations exercise authoritarian power. Instead, they propose international funding for creating detection software to prevent attacks and synchronizing defenses on an international scale. The delegate from Australia questioned how long such an action would take and argued that an immediate response to the attack is needed, referencing their own leaking reactor. When it came time for the roll call vote, it did not pass.

Russia Opposes Economic Sanction

Russia states that they are against the economic sanctions proposed by Germany, South Africa and the UK. They are against this because they believe that nobody knows how these sanctions will affect their economy or the world economy. Brazil and Israel are also against these sanctions because of the same reasons. Israel also is against the sanctions because of their close economic ties with India. The countries believe that sanctions would also ruin relations between these countries. Russia also states that they have not achieved anything since the start of the discussion. The resolution without amendments has just been rejected as a result of the vote.

Apology Futile, Resolution Needed

Nigeria and Israel state that giving or receiving an apology is not the main issue, the main issue is South Asian security, and what resolution can be formed to prevent this from happening again. Nigeria claims that apologies are not the currency of the world right now, and have no place in a debate over South Asian security. An apology will neither help nor harm each country, therefore there is no point in further discussion over who should give an apology because it holds no importance at this time.

Stalemate Between India and Pakistan

BBC News Update: Pakistan and Indian Conflict

A caucus has currently be requested. Nations India and Pakistan have reached a stalemate where India has requested an apology from Pakistan and an enforcement by the UN to reduce or eliminate nuclear possession in Pakistan. Meanwhile, Germany has proposed the idea of a "peace keeping force" and a channel of communication via the UN. While France and South Africa are onboard with this proposal Brazil and Russia feel the countries should resolve matters on their own hands. Israel, while remaining neutral has been quoted "we believe Pakistan should apologize. While we remain neutral, our opinions may alter if Pakistan continues on its current stand point".
