After recent reports from the delegates themselves it has been uncovered that in reality three nations have went against the rest. France, Mexico, and South Africa have chosen to compile weapons as these talks go on, purposely shooting down all resolutions that may stop them from having too little nuclear capabilities. The reason for this? Still Unknown, yet the overall problem of any nuclear weapon compilation is clearly dangerous to all.

Nuclear Safety Committee Passes Amendment
The Nuclear Safety Committee passed an amendment to aid Australia in their time of need as radiation from a nuclear leak affects the country. This amendment is added to a resolution proposed by France, the United States, and other countries that increases regulation abilities of the IAEA and recognizes the IAEA as a central point of reference for nuclear safety standards. This comes in response to a nuclear leak in Australia a few weeks ago, at the very beginning of delegations.
France Demonstrates Fierce, Fiery Nationalism
At the start of today's commission the French arrive strongly in the support of the resolution waving there tri-colored flags with fervent national pride. It seems they are truly hoping for the resolution they have with Israel and various other nations to get passed today, and seems to be this Nuclear Safety commissions last hope. We shall see if there display of pride proves potent. This resolution primarily surrounds the strengthening of the IAEA as an even greater international "administrator" of nuclear safety.

Nuclear Safety Caucus Brings Flurry of Ideas, Resolutions
Following the failure in passing the most recent Nuclear Safety Resolution, an unmoderated caucus causes not just ideas, but emotions to fly. Tensions continue to rise as a resolution to the current nuclear safety issues remains to be found. A strong resolution seems to have emerged from the French, backed by the United States in an effort to ensure International nuclear regulations. As France campaigned for the backing of its resolution, the Israeli delegates jumped on board along with a couple of other nations. Tensions were clear between certain countries, as threats were unleashed in the case that no resolution is passed. Talks continue now as statements are made regarding the potential resolutions.
Israel Authors Nuclear Safety Resolution
Resolution -
The countries of Israel, France, and Russia, Japan, Saudi Arabia, United States propose a resolution
to increase regulation abilities of the IAEA and recognize the IAEA as a central point of reference
for nuclear safety standards.
With the purpose of –
Securing a safe future for the world.
Ensuring the continuation of nuclear power as a sustainable and clean source
of energy.
Allow other countries to develop nuclear facilities through foreign aid (sale).
Create international standards.
In order to achieve these goals we propose
Increased safety regulation (set by IAEA) including
o Inspection of facilities while under construction.
o Mandatory visits every 5 years.
o Including emphasis on disposal of radioactive wastes
(Due to the fact that this area can often be abused)
o Publically accessible database scoring nations on nuclear safety.
o Created by top five nuclear countries as recognized by the
IAEA as well as a secondary task force.
Emphasis on “phasing in-phasing out’ of nuclear power plants.
o 30 year phase-out of nuclear plants with preparations made at 25
years. (Until more advanced technologies become more readily
available)
Sub-Committee regulating the international nuclear market –
o Allows for market for Nuclear energy capabilities.
o Supplies and Technology for Nuclear facilities.
o Maintains safety of materials bought and sold internationally.
Enforcement by the U.N.
o Primarily in the form of mandatory Economic Sanctions by other
members.
Formation of a Nuclear Research Committee (NRS) –

Waste Disposal
Efficiency
Safety (ex. Water-cooling)

Note: Participation mandatory by Nations with nuclear capabilities –
However – participation is in the interest of any nation with nuclear power (or
attempting to develop nuclear power) since the market is regulated by the IAEA.
Nuclear Safety Resolution Fails
The resolution sponsored by the United States, China, Pakistan, Germany, the United Kingdom, and South Africa has failed. The resolution proposed regional safety commissions throughout the world. Along with that, an amendment proposed by Nigeria also failed to pass. A peaceful agreement on Nuclear Regulations will hopefully arise soon.
Nigeria's Amendment to Regional Safety Committee Proposal
The regional blocs will be made up of the member states who physically reside within defined regions. The regions will be north America, western Europe, northern Asia, southeast Asia, northern Africa, southern Africa, Oceania, South America, Central America and the Middle East. No nation will have the power to join a regional committee who oversees a region that said nation does not have territory in. Furthermore, nations will not be able to interfere with the affairs of a regional bloc they do not belong to. Any inter committee affairs will be carried out in a general forum of all member states, and will be moderated by the IAEA.

1.The UN will establish regional safety commissions, to regulate, review, and recommend safety provisions for their member states. They will work with, but not answer to the IAEA. The superior power will be the regional commissions. They will be responsible for the following:
1. The establishment of regional nuclear safety schemes,
2. Regulations either through sanctions, or incentives depending on the regional safety commissions decision,
3. Working to reach a basic level of safety standards for their region.
4. There does not have to be limits on nuclear plants, it is based solely on the development of safety regulations overlooked by the regional commissions.

Concern over China's Regional Regulation Plan
An anonymous country has stated the regional regulation plan China is proposing is both worrying and flawed. The plan will only create additional instability and incohesiveness in nuclear policy and regulation. Not only does the plan give China too much regional power, the IAEA cannot step in if necessary.

USA to Australia: "We've got your Back"
The United States, in recent developments, has pledged their full support to the Australian Government as a result of its Nuclear Safety policy and backing of the IAEA. Under this support the United States has granted the Australians use of there public safety officials, nuclear safety officials, and other funds in order to more fully prove there stance on the issue of Nuclear Safety, and aid those who find themselves in line with the United States.

Ultimatum from Brazil
Representatives from Brazil plan to issue an ultimatum to other countries at the next session in response to the resolution for regional commissions in nuclear safety. They stated that unless they are allowed to vote to form their own Brazilian regional commission, they will be forced to vote against the resolution.
Earlier in the day, Brazil contributed to the conversation by saying that their "first conceptions of the regulation [were] shaky". They disapproved of the involvement of the IAEA and disagreed to Australia's proposal of regional regulators-- they believe regional observers would be a better alternative.

US, China Lead Resolution on Nuclear Safety
Resolution proposed in the Nuclear Safety council which will allow for the UN to establish regional safety commissions, to regulate, review, and recommend safety provisions for their member states. Nigeria's Wish for Nuclear Safety Regulation
Nigeria has stated that it believes the best way to regulate nuclear security, is through small regional sanctions and organizations, versus massive global agencies.

The United States and China, along with Pakistan, Germany, The United Kingdom, and South Korea have reached a resolution for the United Nations to establish regional safety commissions. These commissions would "regulate, review, and recommend" the nuclear safety of separate regions. South Korea and other nations have noted that "to work with China and other nearby regions has cultural and geographical advantages".

US Shut Out of Talks between China and Russia
Indonesia and Japan are concerned about ongoing talks between Russia and China on regional nuclear regulation. Russia and China are excluding the United States from the negotiations. Given China's significant investments in many developing nations, the influence it would have as a regional regulator of nuclear power, and the fact that China and Russia are both members of the UN Security Council, as well as how America is being kept out of the loop, it is understandable some nations are concerned.

Australia Looks to be Task Force for International Atomic Energy Agency
After early delegations Australia has made it a point to alert the media of their hope to be one of the main proponents of the International Atomic Energy Agency (IAEA). Australia strongly backs this organization and furthermore hopes to help enforce its sanctions, in layman’s terms, serving as the eyes and ears of the organization. As one of the leaders in the field of nuclear safety, Australia, through their ANSTO program (Australian National Nuclear Research and Development Organization) feels that they are the perfect candidates for the job. Furthermore the Australians, as the largest uranium supplier in the world, would wield such resources in this debate on nuclear safety. Only proponents of the IAEA would receive exports of Uranium, said the Australians. Recent developments say that the IAEA is backing the Australians in their mission, and look now to find other nations to back both the Australians and the IAEA as a whole. Targets for such backing include the UN, NATO, ASEAN, and OPEC.
