Israel Authors Nuclear Safety Resolution



Resolution -

The countries of Israel, France, and Russia, Japan, Saudi Arabia, United States propose a resolution

to increase regulation abilities of the IAEA and recognize the IAEA as a central point of reference

for nuclear safety standards.

With the purpose of –

 Securing a safe future for the world.

 Ensuring the continuation of nuclear power as a sustainable and clean source

of energy.

 Allow other countries to develop nuclear facilities through foreign aid (sale).

 Create international standards.

In order to achieve these goals we propose

 Increased safety regulation (set by IAEA) including

o Inspection of facilities while under construction.

o Mandatory visits every 5 years.

o Including emphasis on disposal of radioactive wastes

(Due to the fact that this area can often be abused)

o Publically accessible database scoring nations on nuclear safety.

o Created by top five nuclear countries as recognized by the

IAEA as well as a secondary task force.

 Emphasis on “phasing in-phasing out’ of nuclear power plants.

o 30 year phase-out of nuclear plants with preparations made at 25

years. (Until more advanced technologies become more readily

available)

 Sub-Committee regulating the international nuclear market –

o Allows for market for Nuclear energy capabilities.

o Supplies and Technology for Nuclear facilities.

o Maintains safety of materials bought and sold internationally.

 Enforcement by the U.N.

o Primarily in the form of mandatory Economic Sanctions by other

members.

 Formation of a Nuclear Research Committee (NRS) –

o Would research new technologies in areas of –

 Waste Disposal

 Efficiency

 Safety (ex. Water-cooling)

 Emergency Preparedness o Nuclear Peacekeeping force – Primarily acting as an aid force (as

opposed to peacekeeping)

o Nuclear emergency fund -

Rationale

 Nuclear Safety is a Global Issue

 International Standards

o International Laws will help maintain clarity and help international

business

o Removes issue of cross-regional pollution (or cross-regional

punishment) –

Note: Participation mandatory by Nations with nuclear capabilities –

However – participation is in the interest of any nation with nuclear power (or

attempting to develop nuclear power) since the market is regulated by the IAEA.
